If the Umbridge photo is a screenshot from the films, you probably can't use it on anything you are selling. (If otherwise, you need to contact the photographer/whoever holds copyright.)
I'm guessing the Bush photo is in the public domain, but make sure it's not copyright Reuters or something. Those media people are happy to fine the pants off you if they can.
